Paris 10 6 000 3 000 Non-CNRS researchers Lyon/Saint-Étienne Grenoble/Alpes New impetus for CNRS and Inra ----------------------------------------------------------------------------------------------- A new framework agreement between CNRS and the French Institute for Agricultural Research (Inra) became effective on January 1, 2013, after a year of preparation. This seven-year contract details, updates, and simplifies both organizations’ terms of cooperation, which were already the subject of two agreements in 1995 and 2003. Thirty-four research units bring together CNRS and Inra in a variety of areas: plant and animal biology, environmental sciences, and economic and social sciences. Beyond their joint involvement in national research alliances, both entities are cooperating at the regional level on the supervision of higher education institutions. “We have identified areas for simplification to avoid joint supervision when the involvement of one of the two parties in a research unit is not justified,” says Nathalie Magnillat, Deputy Director of DASTR in charge of the framework agreement. Corse Montpellier Sud de France …for a revamped regional organization “These five-year agreements must stem from a strategic vision shared by all stakeholders,” says the Director of DASTR. “CNRS has greatly contributed to the emergence of these large university clusters and has appointed representatives to act as liaisons for developing these site policies. Since 2010, these “Senior Scientific Directors” (DSRs, who also head one of the organization’s ten Institutes) have collaborated with partners in each region, working in close collaboration with the regional representatives.” Yet implementing these regional scientific policies is not just about finalizing agreements: CNRS also intends to play an active role in governance. For example, we have organized First Support Exploratory Projects (PEPS) for various sites. “CNRS is a driving force for setting up these short-term, high-risk programs at the interface of several disciplines,” says Jean-Noël Verpeaux. “The Mission for Interdisciplinarity launched numerous calls for projects in 2012 to promote ideas involving several disciplines and to help organize the emerging research territories.” Breakdown by site of permanent human resources in laboratories affiliated to CNRS (staff numbers as at December 31, 2012). ••• Shaping France’s new research landscape 2012 A year at CNRS
